for quite a few of mid to low tier tanks, there have never been any weakspot skins, as those tanks can be easily penetrated anywhere with pretty mmuch any gun :)

it is a community made and updated skin packs, and not all tanks have been well tested. you are wellcome to contibute to the pack developers, if you have well tested spots on tanks, that are missing in these packs.
